The state is missing indeed, Lisbeth. In the EU you can get social grants or unemployment benefits if you can't find a job and that's enough to cover living cost. In SA there is only child grant (R440 per month) and old age pension but nothing for the unemployed poor.
Now there is a debate about basic income grant at least.
Where is the political party with a plan to address the unemployment and poverty? Corruption is one problem, but the major issue is unemployment and the lack of a welfare state, these are economic issues, social spending requires a good economic situation with high employment and high taxes.
It is very easy for the priviledged well-off people in the EU or the middle classes in SA to condemn all kind of social unrest from the poor.
