The spaces are most likely booked for the whole year and often standing empty. I don't know if it is legal, but it is certainly fishy

We are aware of the operators that have booked and taken up campsites at Pretoriuskop. Bookings open 11 months in advance and current policy allows anyone to make a booking for any period of time (within the period bookable in advance). Anyone can book any number of sites and occupy them on a first-come-first-served basis, and may continue to occupy such site as long as they have booked and paid accordingly. SANParks is considering a separate Group Camp Site, away from the traditional camping area in order that possible disturbances from groups are mitigated.
So you can book accomodation, improve on it and then sell it on at 15x the price paid, and also offer guided drives in direct competition to SANParks without coming through the gate where I am sure they keep a record of numbers on OSV's for payment.
