I think this sort of thing is a typical parastatal problem. Someone comes up with a "bright idea", taxpayer pays, and the money cannot be regenerated. So money gone. We will never see the balance sheets of this particular venture, nor a consumer study showing whether the majority of Kruger Visitors ever indicated they would like this service.
This thing goes along with the similar wastes that are the Conference Centre and Hotel there. Only regular government employee patronage can keep them running, but these employees are also paid in tax money, so no real-term profit.
