SANParks requires an assessment tool to measure performance of the Private Party
in operating and managing the Restaurant Facilities. The tool will be developed for
both the restaurant and fast food/take away sections (where applicable) of the
Protected Area Restaurant Facilities. The assessment will be used to inform the
Private Party of current performance and will also be used to improve performance (if
required). The assessment will be conducted by an independent assessor who will
be appointed after consultation with the Private Party
The Private Party will be expected to achieve at least the following:
• Overall score of above 70%;
• Items to score 7 or above;
• No more than 2 items to score below 7 and none items to score below 4;
and
• All service items to score above 6.
Should the Private Party not achieve the score as described in Clause 56.1.4
above, for two (2) consecutive assessments, Private Party Default will be implied and
actions taken accordingly which could ultimately result in termination of this PPP
Agreement.

I don't think this is as much about improving service as justifying the way for luxurious restaurants, as per the dangerous attempt by SanParks to enter the lodge market.

Also, probably, a "tender" company has approached them to do this, and requires some justification. O**
