I would love to know how it was decided which countries are high risk (or more importantly which are not).
The rates of infection in Norway, Austria, Belgium, Denmark are higher than France. Netherlands, Sweden and Ireland are not far behind.
The rates in the US and UK are way lower than France ..... for now.
It is the same when gatherings of over 100 are prohibited and people then think 99 is "safe".
