This is actually also a new development and has nothing to do with the "pop-up camp"


Can we split the topic?

The new camps will be open for 5 month every year at the same place.

Sanparks are opening up for new overnight facilities all over the place also in the south where there were not supposed to be new developments. I suppose that's why it's a mobile camp because it cannot be considered a "development". That's what they say anyway O/ O/

At how many are we now?

- One Lodge at Skukuza 250 beds
- One lodge at Phalaborwa 200 beds
- One lodge at Letaba 200 beds
- (One lodge at Malelane)? Beds?
- One Mobile Tented Camp 60 - 80 beds
- One Pop up Camp 50 beds?
- One Backpack Facility at the Phalaborwa HUB beds?
- Tshokwane Tented Birding Camp 30 beds

Question 24 Do fly/mobile/non-permanent camps require EIA’s? And if so up to what
capacity of guests and staff? (LC).

Answer 24 Yes, they do require a BAR in accordance with the EIA Regulations
Listing Notice 3 Activity no. 5 The development of resorts, lodges, hotels,
tourism or hospitality facilities that sleep less than 15 people and Activity
no.6: The development of resorts, lodges, hotels, tourism or hospitality
facilities that sleeps 15 people or more.

Principle contractual terms:
• 7 year operating term, during the below mentioned periods

• PPP Opportunity for the management and operation of the following full-service Mobile Tented Safari Facilities during the below mentioned time periods:
– Two facilities (60 – 80 total beds, depending on site, minimum 40 guest beds) in the Kruger National Park (KNP) over the winter period (May, June, July, August and September)

• Temporal and mobile in nature – all equipment to be removed from site after seasonal operation (unless approved to store onsite)

• Time periods for set-up and removal of Mobile Tented Safari Facilities to be reviewed and agreed to with SANParks

• Project Sites1
:
– KNP: 2 sites to be selected (Tshokwane / Satara / Olifants)
• Access road to be constructed and maintained for Project Term (at cost to Operator)
• Provision for the drilling and registering of a new borehole at each of the selected sites (at cost to Operator)

• Fully catered product (frequency of meals and menu at Operator’s discretion)
• Approved tourism activities to be offered:
– KNP: days walks in designated areas and game drives outside of gate operating hours to be approved by SANParks

• SANParks solely responsible for conservation management of area
• Private Party responsible for all activities and costs related to preparation, set-up, operation, management and removal of Mobile Tented Safari Facilities

• Staff to be housed in mobile tented accommodation:
– KNP: onsite

• Park & Ride Facilities to be implemented for all sites at agreed location, at cost to the Operator
• 12 month Development Period, after which operation will be deemed to have commenced
• PPP Fee due to SANParks, highest of:
(1) Minimum rental of R 350 000 per annum (excl. VAT) or
(2) Percentage of turnover – PPP Offer, which forms part of the scoring in round two of evaluation

Environmental Authorisation
• Operator to undertake an environmental authorisation process for Mobile Tented Safari Facilities, at their own cost
• SANParks anticipates that a Basic Assessment Report process will need to be conducted
• Operator’s responsibility to appoint an independent Environmental Assessment Practitioner (EAP) to conduct the BAR process with the competent authority

Question 1 When does SANParks envision for the product to start operating?

Given that environmental authorisation processes need to be undertaken for the sites and a
development period of 12 months has been provided for, it is anticipated that the facility could
start operating in November 2020 in the Garden Route National Park and in May 2021 in the
Kruger National Park.


Question 5 If a Private Party is interested in only operating in one of the regions, how
will the process work in establishing the SPV and will SANParks facilitate
this?

One SPV must be established for this PPP Opportunity, for both the Mobile Tented Safari
Facilities in the Kruger National Park and the Mobile Tented Safari Facility in the Garden Route
National Park.


Question 6 Is SANParks willing to reduce the minimum number of beds for the Kruger
National Park (i.e. from 40 guest beds to 16 guest beds)?

For this opportunity, the minimum number of guest beds to be provided will remain at 40 guest
beds. SANParks views a camp of 16 guest beds as an alternative product, providing a much
more exclusive experience for guests. This product is envisioned to be less exclusive, opening
up the experience to a wider target market. SANParks may consider smaller facilities for future
PPP opportunities.

Question 2 What informed the Project Term of seven years and is there a possibility of
extending the seven-year Project Term?

No, the project term is set for seven years and will not be extended for this opportunity. This
was informed by feasibility studies and SANParks’ requirements for this project.
