At the public meetings one could see on one part of the presentation that a large area, (formerly pristine wilderness zone), was rezoned as high-intensity in Kruger opposite this place? 2011 already! :evil:

Phalaborwa Safari Lodge Development
Phalaborwa is the gateway to Kruger’s north, a region famed for its elephant and buffalo herds. The
opportunity allows for a 100-bed peripheral safari lodge development in close proximity (2 km) to
Phalaborwa with food and beverage, conferencing and access after gate closing time.The objective of
the safari lodge is to cater for the 4-star market, which requires more amenities than those on offer
at the self-catering camps. It will allow for entry after gate closing time so that guests may drive to
the park after work and optimise their stay in Kruger. Due to the fact that the area has limited roads,
the opportunity will require the operator to develop additional roads that could also be accessed by
the public. Length of roads to be developed will be subject to environmental considerations.
OPPORTUNITY: To develop and manage a safari lodge.

PPP Opportunity – For the rights to build a new Safari Lodge just north of Phalaborwa within the boundaries of the Kruger National Park
The safari lodge will consist of a 100 room (200 bed) lodge. The term of the contract will be for 25 years and will require equity participation by successful land claimants.

In line with its Strategic Plan for Commercialization, SANParks intends to form a Public Private Partnership (PPP) in terms of which a selected private party will be given the rights to develop/build, operate and maintain a safari lodge of not more than 200 beds within the Kruger National Park just north of the Phalaborwa Gate.

SANParks invites prospective investors and operators to submit detailed bids in line with its mandate and objectives for this PPP opportunity. Interested parties will be expected to meet certain minimum criteria in order to qualify.

Phalaborwa Safari Lodge Development Proposed Sites
SANParks has zoned a substantial area directly north of the Phalaborwa gate
within the boundaries of the Kruger National Park as low intensity leisure on which
the Phalaborwa Safari Lodge could be built. However, the zone will be changed in
2018 to high intensity leisure.
4.4.1 Location
Area on the KNP western boundary direct north of the Phalaborwa entrance
gate.

4.4.2 Description
Opportunity to build a 100 to 200 bed lodge consisting of at least the following:
Rooms/accommodation, conference facility, lounge area, restaurant area (for
exclusive use by the lodge occupants), small retail space and pool area.
Design of the lodge is to include as many as possible of the recommendations
as contained in the SANParks green design document. The objective of the
lodge is to provide comfortable but low impact accommodation in National
Parks. The greener, the higher the design will score in evaluation.
Activities from the lodge will be minimal as the Phalaborwa Activity hub is
close-by and many activities could be experienced from there. Activities is
therefore limited but could include game drives from the lodge (mainly on
general public roads) as well as short walks (in an area to be identified and
approved by SANParks.

4.4.3 Lodge Opportunities
SANParks has determined that the lodge will be operated from the
Phalaborwa Entrance Gate “park and ride” facility. This will allow all guests to
the lodge to store their private vehicles or busses at the Phalaborwa Entrance
Gate facilities and be transported in open game viewing vehicles 24 hours per
day, 7 days per week to and from the lodge. Activities from the lodge will
include both day and night drives in open, 4X4 vehicles on existing tourist
roads accompanied by a qualified guide. Accompanied walks with suitably
qualified guides are also possible in some areas, provided the Operator
obtains approval from SANParks for the trail/s to be walked.
SANParks has determined provisionally that the lodge can accommodate a
maximum of 100 rooms (phased with phase 1 50 rooms and phase 2 50
rooms – depending demand). The opportunity exists, therefore, for a larger
lodge facility, as most staff and support infrastructure could easily be
accommodated off site, outside the KNP boundary, and transported to the
lodge on a daily basis.
The area is zoned as low intensity leisure in the KNP Management Plan but
will be zoned as high intensity leisure in the 2018 plan.

4.4.4 Development Site
As noted above, SANParks has identified the area as an excellent
development site within the definition of peripheral development and easy
access for 24/7 guest accommodation. The site does lend itself to the
development of a 3 to 4*star lodge with the challenge to design the focus
areas to be hidden from the visual impacts from developments outside of the
KNP boundaries, offering guests an attractive and secluded experience. The
selection of this site as well as the other alternative proposed sites will
however, be subject to the findings of the EIA.

This is not the Backpacker lodge of the "Hub"! So there will be two large lodges at Phalarborwa gate.

4.4.6 Roads and Tracks
The identified site lies between the western boundary of the KNP and the
S131 which is a gravel road leading north from the Phalaborwa gate. All roads
to be upgraded or new roads will conform to the road specifications manual for
KNP.
4.4.9 Guest Activities
4.4.9.1 All activities available at the lodge will be done from the Phalaborwa
Activity Hub located just south of the Phalaborwa gate.

4.4.9.2 Private Party will be required to develop, manage and maintain a “Park &
Ride” Facility at the Phalaborwa Safari Lodge Development and guests to
the lodge will not be permitted to conduct game drives in their private
vehicles.

4.7 Land Claimant Involvement

SANParks is implementing a model whereby a Land Claimant or a Local
Community shares ownership in the opportunity. The Tourism BEE Scorecard has
a target of 10% ownership going towards a local community trust. However,
SANParks would like to see this percentage grow and in exchange, the term is
extended to allow for the Private Party to recoup investment. The following outlines
the model.

Don't confuse the developments. There are 3 lodges in the pipeline:

- Letaba Concession Lodge (within the new Concession)
- Phalaborwa Hub Backpacker Lodge (within the hub), South of the gate
- Phalaborwa Safari Lodge, North of the gate

If this does not represent a sound investment proposition, it will not solve the land claim problem.
