The SAPS are conducting the investigation of what could have actually happened and we hope that the affected families will be able to gain access to the results of their investigations at the appropriate time. We also appeal to people not to start speculating about what happened.
This is a very curious message..
The thing is, it is extremely rare for a SAPS report to surface after an incident and be released by SANParks, as per the above examples.
Condolences to the families, and fair enough.
But this is a problem, and speculation will take place unless the attitude of "wait for it to go away" is addressed by SP, not SAPS.
SP can act very fast indeed, and deliver punishment within days, never mind SAPS and what not, July 2014:

The incident caused distress to a number of people for which we apologise profusely. SAN Parks is dealing with the matter legally and has confirmed that the driver will be charged with dangerous and inconsiderate driving towards people and animals. Glenn Phillips, the Managing Executive of KNP says the accident serves as a crucial warning for visitors to adhere to the Park's speed limits. “We would like to appeal to tourists who visit the Park to please give extra attention on gravel surfaces in the Park in order to avoid unnecessary accidents such as this,” he says.

I think three suggestions?
1. Enforce the rule of Trans-border travellers having to stay over one night! (Not relevant to the latest incident, necessarily, but should help with speeding)
This follows the signing of an agreement with relevant stakeholders from local government and cross border transport agencies in South Africa and Mozambique; which took place recently. The control measure also comes after the rule requiring visitors to stay over one night in either Kruger or Limpopo National Park before crossing the border, came into effect in December 2011 and is in force.
