South African National Parks (SANParks) invites prospective custodians to submit applications for limited numbers of:

Disease-free buffalo
White rhino
Blesbok
Blue Wildebeest
Gemsbok Redhartebeest
Eland
Waterbuck
Springbok
Bontebok
Kudu
Mountain Zebra
Cheetah
Black Wildebeest
Hippo
Elephant
Plains Zebra
Burchell's Zebra

Background:
SANParks approach to wildlife economy focuses on the key outcome of improving the wellbeing of South Africans. The aim of SANParks Widlife Economy Programme is to redress the historic exclusion of people from the game farming industry by creating opportunities where emerging game farmers can be established around national parks, provide mechanisms for the transparent and equitable supply of founder herds of game to applicants and raise awareness for conservation, protected area management and sustainable utilisation principles in the wildlife industry.

Key conditions:
This expression of interest is for Window 1 (2017) and applicable to wildlife loans only by previously disadvantaged individuals in order to enhance their participation in the wildlife industry. The application for a wildlife loan, therefore, is for the purpose of entrepreneurial development towards socio-economic empowerment in the wildlife management industry. The application supports emerging game farmers in enhancing their capacity and expertise required for the entrepreneurial development of the loaned wildlife. The application takes the form of a Custodianship whereby the recipient of the wildlife enters into an agreement with SANParks to either return the loaned animals after an agreed period of time or to donate an agreed number of their offspring, at SANParks’ discretion, to a future applicant.

Terms:
Prospective custodians for the wildlife loan must comply with the provisions of the:

- National Environmental Management: Biodiversity Act No. 10 of 2004 (“the NEMBA”)
- Threatened or Protected Species Regulations promulgated under the National Environmental Management: Biodiversity Act No. 10 of 2004 (“the TOPS Regulations”)
- SANParks Custodianship Agreement requirements as set out in the SANParks Criteria for Wildlife Loan document.
- Disease control as prescribed in South African legislation will be considered during the adjudication process.
- SANParks will verify the ownership of the property as well as the suitability of the property.
- Proximity to a National Park will be an added advantage.
- Preference is offered to Applicants with Broad-Based Black Economic Empowerment (B-BBEE) Status Level of Contribution.
- Prospective custodians will be responsible for their own transport and transport costs, or negotiate with SANParks at an agreed rate per loaded kilometre.
- Completed SANParks Wildlife Loan Application form must be submitted at the above-mentioned address, no later than the closing date as stipulated above.
- Applications will be evaluated according to SANParks' Criteria for Wildlife Loan decision-making procedures to determine if the application is complete and the applicant qualifies. Thereafter, a site visit evaluation of the relevant property will be conducted and a recommendation will be made to SANParks Wildlife Steering Committee for consideration. A Custodianship Agreement will be secured before implementation.

SANParks reserves the right not to loan wildlife if it deemed it to be in the interest of the organisation and/or the animals.

SANParks is focused on improving the lives of black South Africans, Flutts, as blacks have been discriminated against for a very long time in South Africa, and this continues relentlessly even 23 years after the end of apartheid. Political redress should be the prime objective of all environmental institutions around the world, as conservationists are highly politically trained, and it is one of the main reasons why they decide to conserve nature.

Hmm :-? recon I am going to get me some Cheetah considering they are critically endangered lets just loan them to an inexperienced unprepared petting zoo and all my fellow disadvantaged can come pet the cute kitty cat -O- :evil:

Here's the thing, you see. Applicants need not actually be black, just BEE companies. Transport costs are very expensive and complicated for wild animals, especially rhino and buffalo and elephant and hippo etc. If government, which is SANParks, which is ANC, were really serious, they would deliver the animals to the aspiring black entrepreneur for free with their infrastructure and expertise, surely? :-?

One also wonders if Indian and Coloured prospective ranchers would qualify, even though they also were discriminated against during apartheid? -O-

In theory this is great. But with the massive corruption in this country, and SP making money from a free resource (animals) eyebrows will be raised, unfortunately.



To put it bluntly, this scheme is open to malfeasance and irregular activity, IMO.

What level - BEE is rated from level 1 to 9, with 1 being the best and 9 the worst, so what level does a "company" need to be -O- and what about starting enterprises with a turnover of less than R10mil as they automatically get higher BEE status O**

The above is also confusing...I think they may have wanted to say capture and transport costs? -O-

The concept is yet to be tested constitutionally, but has sort of evolved from affirmative action, which is found worldwide.

It should read Previously-disadvantaged empowerment... O**
